Issues with New Ad Preferences and CPC Settings

The new ad preferences are great, but they don’t seem to do anything? I set my CPC minimum to $2 and said I didn’t want newsletter ads. Got a newsletter ad for a $1.20 CPC and rejected it. Got the same ad with the same CPC again today 😐
