Can One Newsletter Support Multiple Towns with Audience Segmentation?

And another quick question: If I have one newsletter that covers three separate towns, do I need to create three separate newsletters—or can I just segment the audience at sign-up and maintain one newsletter with three separate subscriber lists? Thanks! 🙏
