Creating a Post-Purchase Referral Program for Members Only

Is there a way to do a buyers post-purchase "members only" referral program? Ex. Paid Ad to Checkout --> Referral program offered to buyers post-purchase for bonus content --> New "referrees" would be directed to the checkout, not referral hub. The end result is incentive to become a paid member (sort of like the original DollarShaveClub program). Thank you.
