Will Adding Email to Workflow Affect Users Who Finished Previous Steps?

Quick question: I have an automation workflow that sends an email and then just waits. I have a few users that finished this last step. If I now add another email to the automation will all the “old” users that already finish the last step also get the new email and continue down the automation?
