How to Send Newsletter to Subscribers with Specific Tags

Does anybody know of a way to publish a newsletter only to subscribers with a specific tag? The scenario is we'd like to send a welcome email specifically to people who signed up at our expo booth. We have them tagged in the subscriber import but I don't see a way to create a segment around that or limit distribution to them some other way.
