Do Unsubscribed Emails Count Towards 1,000 Active Subscribers?

Do unsubscribed emails count towards the 1,000 active? For example, if I have 1,000 subscribers, and 10 unsubscribe, do I have to upgrade in order to get new subscribers - or can I get 10 new subscribers without having to upgrade?
