Tips for Designing Stylish Newsletter Sections

hey folks some thing i've never been able to figure out with newsletter design is how to create sections like this, filled in at top with text in middle, background colour, padding looking sexy

    It’s two separate sections on top of each other - the first has the headline and color fill the second has borders on three sides, none on top, 0 padding
